The game wasn't turned off. Trading wasn't halted. It was restricted to sell only, by brokers for certain stocks (GME), yet hedge funds could continue unimpeded. It's like playing PvP and a losing hacker pauses the game for everyone except himself. And all anyone else can do is kill themselves with no respawn.
